What this index is, what it is not, and how it is maintained.
Shipwright is a citation index. It records what identified government sources — statutes, regulations, and agency records — state about the shipping and sale of regulated goods, and it records the date each statement was last checked against its source. It is maintained as a reference for businesses that need a cited, timestamped pointer to primary law.
This index is not legal advice and does not create an attorney-client relationship. It is not directed at consumers. It is not a determination, opinion, or assurance about any specific product, shipment, or transaction. It does not authorize, approve, or clear any activity. Each entry is a statement about a cited document, not a direction to any reader, and not a substitute for advice from a licensed attorney in the relevant jurisdiction.
Each recorded point is drawn from a primary source and linked to it. A point marked restricted reflects a prohibition stated in the cited source. A point marked not restricted reflects a cited permission, standard, or federal default, or a dated search that found no prohibition on that point. A point marked undetermined reflects a place where the source text is genuinely ambiguous, or where a required government determination has not been published. The classification describes the cited document; it does not resolve how any particular fact pattern would be treated.
Law changes, and sources are sometimes revised, withdrawn, or superseded after a point is recorded. Every point therefore carries the date it was last verified against its source, and every change to the data is recorded in the append-only change log. A point that has not been re-verified within its review window is marked undetermined until it is checked again. This index is not represented as exhaustive for every jurisdiction or free of error. The primary source linked on each entry is the controlling text, and consulting it directly — with a licensed attorney where a decision turns on it — is the appropriate course.
